Social research and impact assessment

Bald Hills Wind Farm

The Bald Hills Wind Farm is a 104 MW, 52 turbine, wind power project in Victoria’s south east. The project required both State and Federal Government approvals and was subject to an Environment Effects Statement. OfforSharp was engaged to conduct a socio-economic impact assessment and to provide expert witness testimony on social, economic and tourism issues. After a protracted approvals process and the intervention of the Federal Government over an endangered parrot, the project received final consent in 2006 and is currently out to tender.

Gunns Ltd – Bell Bay Pulp Mill

The Bell Bay Pulp Mill is a highly controversial proposal by forests products company, Gunns Ltd, to build a pulp mill near George Town in northeast Tasmania.

OfforSharp was engaged by Gunns Ltd to review the social aspects of its proposal and provide independent expert testimony to the Resource Planning and Development Commission on social impacts and mitigation actions. We conducted interviews with potentially-affected residents and local service providers and provided an expert witness statement which was submitted as supplementary information to the RPDC. Gunns subsequently withdrew from the RPDC assessment process and the Tasmanian Government took over the approvals process through the parliament. OfforSharp has not been retained on this project. A copy of the expert witness statement is available for download.

Pacific Hydro Ltd – Yaloak Wind Farm

Yaloak Wind Farm is a proposed 115 MW facility to the west of Melbourne, Victoria. OfforSharp was engaged by Pacific Hydro to conduct interviews and provide an independent report on local community attitudes to the project. We were also engaged to conduct quantitative research into public attitudes to the visual impact. This groundbreaking research provided significant insights into community attitudes to these often controversial proposals and helped understand the tradeoffs that people make when considering potential impacts on their amenity versus the environmental benefits that wind power can provide. A copy of this research report is available for download.

Origin Energy – BassGas Project

The BassGass project involves an offshore platform, undersea and terrestrial pipeline and gas treatment plant in south Gippsland, Victoria. It provides about 23 petajoules of sales gas and 1 million barrels of condensate each year. OfforSharp conducted the social impact assessment for the project.

Australand Ltd, Citta Property Group – Commonwealth Games Village, Parkville

OfforSharp prepared a community plan and a consultation plan for Australand • Citta Property Group’s successful bid to construct the 2006 Melbourne Commonwealth Games Village.

Mirvac Ltd – Waverley Park redevelopment

Listed real estate group Mirvac Ltd is re-developing an 80 hectare site in Melbourne’s eastern suburbs and building approximately 1,400 homes and 375 apartments. Prior to planning approval being obtained, OfforSharp conducted a social planning assessment of the proposal to describe the area’s socio-economic profile, gain an understanding of how the development could be best integrated into the surrounding social fabric and establish a set of social planning principles to guide the development.

Mirvac Ltd – Kew Cottages redevelopment

Mirvac Ltd was an unsuccessful bidder to re-develop a prime government landholding in Melbourne’s inner eastern suburbs. The proposal was to re-house intellectually-disabled people within a new housing development on the site of the existing Kew Residential Services facility.

OfforSharp conducted research into stakeholder attitudes to a range of resident housing models to inform Mirvac Ltd’s tender for the site. This included focus group research with potential purchasers and interviews with a range of stakeholders.
